
Cyber Without Borders: Inside NATO’s Cyber Coalition
This three-part series from N2K CyberWire takes listeners inside NATO’s flagship Cyber Coalition 2025 exercise in Tallinn, Estonia.
Cyber Without Borders began with an unexpected invitation. In late 2025, N2K CyberWire received an email from NATO inviting us to observe their annual cyber defense exercise in Estonia. Within weeks, we were the only US podcast team on the ground in Tallinn, embedded in a tightly controlled environment designed to test how Allies and Partners would respond to large-scale cyber incidents.
What we found was not just a story about one exercise, but a broader look at why Estonia became a focal point for cyber defense, how modern cyber conflict is practiced and prepared for, and what it means when nations try to defend digital infrastructure together. That broader context became the foundation for Cyber Without Borders.
Why this moment matters
Since our team returned from Estonia, the geopolitical landscape has continued to shift, and U.S. participation in allied exercises like Cyber Coalition has become less certain. We set out to capture these moments with the weight and care they deserve, recognizing that access to these spaces, conversations, and collaborations may be more limited in the near future.
This series offers a snapshot into an open window of international cyber coordination when collaboration across borders is strained and cyber threats do not respect national boundaries. The risks are shared, the consequences are global, and meaningful defense depends on trust, communication, and cooperation between partners.
Cyber Without Borders is ultimately about more than one exercise or one moment in time. It is about how modern societies prepare for digital conflict, how alliances adapt to new kinds of threats, and why collective defense in cyberspace matters to governments, organizations, and citizens alike.
