THE NEWS
On Monday, the UK and Ukraine signed a new partnership agreement to work together to develop AI tools that can be used for defense and security. The agreement was signed in Kyiv and marks the first instance of an international partner gaining access to Ukraine's Avengers AI Labs. Under the agreement, the two nations will collaborate on various pilot projects and research initiatives into low-power AI chips for drones and other autonomous systems.
The British government also noted that the agreement would focus on defense and national security initiatives.
For context, Avengers Labs was trained on an annotated dataset of over five million battlefield images and was designed to function as a battlefield management and situational-awareness system. Additionally, the model uses collected data from various sensors and cameras deployed across Ukraine.
With the deal, Prime Minister Andy Burnham stated:
“This groundbreaking partnership will bring together Ukraine’s unrivalled operational experience with Britain's world-class AI ecosystems, giving us the opportunity to develop the technologies of the future, changing lives here in Britain and saving lives on the battlefield in Ukraine.”
THE KNOWLEDGE
This partnership is significant because it gives the UK access to AI capabilities developed using data generated from an active battlefield.
Currently, many nations are working to develop AI tools that can be used for national security or military operations. Georgetown’s Center for Security and Emerging Technology (CSET) published a report on how AI is influencing military efforts. CSET noted how “military commanders are interested in AI’s potential to improve decision-making, especially at the operational level of war, where they must integrate a lot of information quickly to make life-and-death decisions.” CSET also highlighted several areas where nations are looking to prioritize AI models that provide:
- Situational awareness including mapping forces and maneuvers, monitoring supply chains, and identifying anomalies.
- Planning and execution related to mass casualty responses, red-teaming findings, theater resupply, and command and control.
- Prediction efforts related to war-gaming, predicting crises, and forecasting combat outcomes.
These applications highlight how battlefield data is becoming increasingly valuable. AI systems designed to support military decision-making must be able to interpret large volumes of information and identify patterns in complex, rapidly changing environments. Real-world battlefield data therefore represents a valuable and difficult-to-replicate resource for developing and refining these systems.
While the agreement does not disclose what new tools will be developed, it does create a significant opportunity to transfer battlefield-derived AI knowledge from Ukraine into the UK’s defense ecosystem.
THE IMPACT
The significance of this agreement extends beyond the development of individual AI tools. It demonstrates how operational data generated during conflict can become an increasingly valuable resource for military AI development.
Countries can purchase computing power, develop models, and build platforms; however, they cannot easily recreate the volume and operational relevance of battlefield data generated in Ukraine. That data reflects real-world conditions, adversarial behavior, and the limitations of existing military systems in ways that simulated environments cannot fully reproduce.
By gaining access to Ukraine’s AI ecosystem, the UK may be able to shorten the process of developing and validating military AI systems by incorporating lessons learned from one of the world’s most technologically advanced modern conflicts. This agreement is representative of a new paradigm where battlefield experience becomes an integral part of developing future military AI applications.
Taiwan issues indictments over illegal export of AI servers.
THE NEWS
On Monday, Taiwanese prosecutors indicted nine people, including employees of both Nvidia and Super Micro, for alleged exportation of AI servers to China. The alleged exportation involved the people making it falsely appear that 130 B300 servers ordered by Super Micro would be installed at a facility in Taiwan. However, prosecutors allege that these documents were forged and that 74 of the 130 servers were instead exported to China. Allegedly, these servers were exported via routes that directly went to China alongside routes that went through Indonesia, Japan, and Hong Kong.
The other 56 servers were to be exported to a company in Japan; however, Taiwanese customs officials detected irregularities and stopped the shipments.
In a statement, Taiwanese prosecutors stated:
The defendants “colluded with one another at various levels for enormous profit, illegally exporting high-end servers, increasing corporate compliance costs, and severely damaging our nation’s international image.”
In response to the indictment, Nvidia stated:
Its employees have “every incentive to work diligently with customers to ensure compliance with all applicable laws,” and that it would work with Taiwan to “resolve the allegations as quickly as possible.”
Super Micro commented that its cooperation with Taiwanese authorities led to the arrests of the individuals.
THE KNOWLEDGE
While this may be one of the largest publicly identified AI-related smuggling operations to date, it by no means is an isolated incident. Over the past few years, especially as computing power export controls have become more stringent, smuggling operations targeting chips or equipment that support AI development have steadily grown in popularity.
In April 2026, the House Select Committee on China released its report on Chinese chip smuggling operations. The Committee found the following:
- China utilizes a highly sophisticated chip smuggling network to acquire restricted AI chips.
- China's researchers extract frontier AI capabilities through industrial-scale fraud.
- China remains one of the largest markets for chipmaking equipment despite regulations.
The investigation also wrote:
“Beijing is pursuing that autonomy to strengthen its military, harden itself against foreign pressure, and keep the technologies underpinning future economic and military power under Party-state control.”
Though there have been efforts to reduce smuggling operations, such as through the AI Overwatch Act and Match Act, nothing substantial has been passed that substantially addresses these export gaps.
THE IMPACT
While this incident has been effectively resolved, it points to a broader concern regarding the effectiveness of AI export controls. Regulations limiting the export of advanced chips and AI infrastructure are dramatically less meaningful if those restrictions can be circumvented through falsified documents, intermediaries, or third-party shipments.
The case also demonstrates that the challenge is no longer limited to controlling individual chips. As AI infrastructure becomes increasingly complex, entire server and computing systems can represent significant amounts of restricted computing capacity. Ensuring that those systems reach authorized end users requires greater visibility across the supply chain, including where equipment is installed and how it moves between jurisdictions.
Given the scale and speed of China’s AI development, closing these gaps will become increasingly important. While it is impossible to eliminate all smuggling operations or prevent Chinese researchers from accessing advanced models entirely, stronger enforcement and greater international cooperation could make it substantially more difficult.

DOJ settles privacy claims against TikTok.
What: The Department of Justice (DOJ) has reached an agreement with TikTok and ByteDance over violations of children’s online privacy protections.
Why: On Friday, the DOJ and TikTok settled a lawsuit, with the social media platform agreeing to pay $400 million to settle the case. Originally, the lawsuit alleged that the company collected data on millions of minors without explicit parental consent, alongside failing to honor data deletion requests.
In a statement, the DOJ wrote:
“The company has implemented extensive measures designed to strengthen safeguards for younger users, improve age-related controls and enhance parental oversight.”
Assistant Attorney General Brett Shumate added:
“The important result is that children and parents are better protected today than they were when this case began.”

Lawmakers call for investigation into CISA cuts.
What: Federal lawmakers have called for an investigation into the Trump administration’s workforce cuts at the Cybersecurity and Infrastructure Security Agency (CISA).
Why: On Monday, lawmakers from both the House Committee on Homeland Security and the Subcommittee on Cybersecurity and Infrastructure Protection have called for the Government Accountability Office to investigate the workforce reductions at CISA and how these cuts have affected CISA’s ability to execute its critical tasks.
Alongside CISA losing nearly a third of its workforce in 2025, the Trump administration’s budget proposal for 2027 would remove another 900 positions.
