How sovereign is Europe's space industry?

Achieving space sovereignty.
Europe has established itself as a major global space power. As the region looks to achieve space sovereignty, it needs to answer a critical question. What does European space sovereignty actually require?
If a satellite is designed, assembled, and launched in Europe but still relies on foreign suppliers for rare earth metals or semiconductors, how sovereign is that satellite? A geopolitical crisis, trade dispute, or deterioration in diplomatic relations could rapidly undermine that program, regardless of where the satellites were designed, assembled, or launched.
This paradigm creates a difficult challenge for European policymakers. While complete self-sufficiency would be more secure, it is unrealistic. At the same time, excessive dependence on foreign suppliers motivated Europe to make this pivot in the first place. As Europe debates the future of its space industry, the real question will not be centered around becoming completely independent, but what parts of the space sector should be moved locally and what should still involve international partners.
A resilient space ecosystem does not necessitate that every country produce every component, operate every sensor, or collect all of its intelligence independently. Rather, a resilient system requires the ability to access the capabilities and information of trusted partners to keep operating when systems become disrupted or supply chains are impacted.
The North Atlantic Treaty Organization (NATO) demonstrates how cooperation can strengthen sovereignty. Through shared information, interoperability, and coordinated capabilities, NATO members have looked to improve access to critical space services even in the event that domestic systems are disrupted.
These efforts began in 2019 when NATO established its Overarching Space Policy. This policy declared that space was an operational domain and outlined four key focus areas including:
- Integrating space into NATO’s core tasks, such as cooperative security, crisis management, and collective defense.
- Sharing information on relevant deterrence and defence-related space developments, including situational awareness, readiness, and posture management.
- Ensuring effective space support and effects for Alliance operations and missions.
- Facilitating the development of compatibility and interoperability between Allies’ space services, products, and capabilities.
NATO continued building off this effort in 2023 with the creation of a Space Centre of Excellence. The centre is intended to promote greater experimentation, education, standardization, and capability development.
This international effort demonstrates that international cooperation does not necessarily undermine sovereignty; in some cases, cooperation enhances sovereignty.
The limits of space sovereignty.
When looking at Europe’s space goals, it is clear that space sovereignty is a critical objective, but sovereignty itself is not the end goal. Rather, sovereignty is one of several tools Europe is using to reach greater resiliency.
That resilience will require more than domestic manufacturing. It will require diversified supply chains, backup capabilities, multiple international partners, and the ability to share information across borders. The goal is not necessarily to ensure that Europe can do everything on its own. Europe must ensure that the loss of any single supplier, partner, satellite, or source of information does not threaten the ecosystem.
In this context, space sovereignty and international cooperation are not competing objectives. Instead, a sovereign space program is defined by one whose dependencies are understood, diversified, and resilient even in the face of disruptions.

FCC to consider allowing Wi-Fi, Bluetooth devices for D2D service.
- The Federal Communications Commission (FCC) will explore the idea of allowing unlicensed wireless devices to communicate directly with satellites.
- FCC Chairman Brendan Carr proposed the idea to look at more than 225 megahertz of unlicensed spectrum “to potentially support the capacity requirements and complement other bans for D2D services.”
- The FCC will vote in August 2026 on whether or not to adopt these new rules.

FCC approves sweeping space reforms.
- The FCC voted to push satellite operators out of more C-band spectrum for a 5G auction next year, while also approving a licensing overhaul.
- The licensing overhaul is designed to accelerate the commercial space ecosystem.
- By clearing the lower and upper C-band frequencies, the FCC looks to create a 440 megahertz “super band” for wireless networks.
